Abstract

Public procurement rules are vital for the efficiency of public money usage. The key issues are focused on assuring equally and non-discriminatorily treatment to economic operators by promoting transparency in each stage of this process. The case of Romania is not far away from the situation recorded in different EU member states. Our paper aims to reflect the situation using more than 130,000 payments that reflect the result of procurement process at almost 300 public institutions during 2011.
