Politici privind intelectualizarea muncii în sprijinul stimulării economiei

The development of physical and human infrastructure is one of the main objectives of the post-enlargement strategy for 2007-2013 (Government of Romania, Romanian Post-enlargement Strategy 2007-2013, Bucharest, 2006). Human capital development is sustained by extending education and professional training over the whole lifespan of individuals on one hand, and on the other, by actions which stimulate labor intellectualization in accordance with foreseeable economical, technological and social evolutions. This increase in labor intellectualization will greatly influence its contribution to research development, economic competitiveness and creation of a knowledge based economy. In essence, an increase in labor intellectualization is achieved by implementing the following policies: increasing the priority of need satisfaction concerning training and ascertainment of necessary types of knowledge correlated with future strategies; emphasis on the basic professional dimension of training; setting up of an adequate framework for training in the field of computer science, management, economics and foreign languages; comprehension of the way to make and implement global and sectorial strategies; importance increase of the role played by the tight relationship between theory and practice with the subsequent technological and scientific evolutions; promotion of the knowledge types that demand the application of knowledge based economy. In implementing these policies, some situations, which prevent the achievement of set objectives, must be amended. These are, among others: low budget funding of education and healthcare, high drop-out rate in primary education cycles and the still reduced human development index. Labor intellectualization implies studies on types of training needs related to categories/classes of persons. Thus, the used statistical analysis has permitted to characterize the personnel in regard to the necessary knowledge types in order to grow the role of the labor force in sustaining and increasing competitiveness and the economic and social progress of this country.
