Effects of changing the balancing formula of Romanian local budgets

Abstract

Local budget balancing rules in Romania were unique and predictable until 2014. Starting with the budget of 2015, yearly rules were introduced with yearly derogatory character by the annual budget law. This paper proposed to assess all these changes and their effects from a financial point of view on the local budgets. The county level analysis pointed out which regions were benefited more, respectively less, by applying the new balancing rule. The research has in view correlation with economic and geographic factors.
