Abstract

The following article aims to observe the existence and forms of occurrence of the poverty penalty in the Capital, Rural and Urban districts of the state of Sergipe, based on data from the IBGE Family Budget Survey for the years 2002-2003 and 2008 -2009. The concept of a poverty penalty comes from the work of Caplovitz (1963), and represents the consumption barriers faced by poor families when they are submited to higher costs than non-poor families. As an instrument of analysis, we used indicators defined by Prahalad (2005), which compare expenditure in the feeding group with those in other different expenditure groups. Therefore, relative prices were used as instruments. The results obtained indicate and confirm the existence of the poverty penalty in all three districts.
