State of Zimbabwe's Public Procurement Using the MAPS Methodology: Lessons Learnt and Recommendations

Abstract

Public procurement plays a central role in Zimbabwe's fiscal management, accounting for a significant share of government expenditure and influencing the success of national development priorities. This paper evaluates Zimbabwe's procurement system using the Methodology for Assessing Procurement Systems (MAPS), highlighting a critical gap between a modern legal framework and its practical implementation. While reforms such as the establishment of the Public Procurement and Disposal of Public Assets Act (PPDPAA) in 2017 and the rollout of the electronic Government Procurement (eGP) system represent progress, persistent challenges including weak institutional capacity, fragmented data systems, reliance on direct procurement, and limited accountability undermine efficiency and transparency. The study argues that achieving value for money requires integrated digital systems, strengthened enforcement, and professionalization, positioning procurement as a strategic instrument for economic recovery and sustainable development.
