Assessing the African Continental Free Trade Area (AfCFTA) and the Complexities of Trade Facilitation: Challenges at the Nigeria–Benin Seme-Krake Joint Border Post

Abstract

This study investigates trade facilitation challenges at the Seme–Krake Joint Border Post between Nigeria and the Republic of Benin, a critical node for ECOWAS and AfCFTA trade. Using qualitative methods, 14 respondents including customs, immigration, and quarantine officers, border agents, and trade experts were purposively selected for semi-structured interviews. Thematic analysis of transcribed interviews revealed that infrastructure deficits, governance weaknesses, security concerns, smuggling, counterfeit goods, and border closure policies collectively constrain cross-border trade. While proactive enforcement and community engagement support compliance and intelligence gathering, inconsistent operational alignment and regulatory fragmentation undermine efficiency. The findings underscore the need for harmonized trade policies, integrated border management, infrastructural investment, and regional coordination to enhance trade facilitation under the AfCFTA framework.
