Decoupling romanian economy from ghgs emissions: an overview of kyoto protocol implementation in romania

Abstract

This research outlines a critical review of the Kyoto Protocol implementation in Romania. It takes into account the nominal objectives of the global policy document in relation to their impact or lack thereof on the evolution of the Romanian economy after ratification of the Protocol in 2001. A closer look to the facts and figures regarding GHG emissions reduction in Romania reveals that - while achieved – the aim of decoupling economic growth from carbon emissions may stem from other factors and not Kyoto-based policies. More consistent sustainable development policies will be needed in line with European Union legislation and pledges and if a second and subsequent commitments will be adopted under Kyoto regime.
