Actuarial Analysis Of Early Retirement Pension Forming

Abstract

The main reason of the chronic deficit in the pension system is a complex problem associated with “early†retirement insurance of the insured persons. It is the preservation of the Soviet system of early pensions, that provides the appointment and paying “pension insurance†much earlier than the generally established retirement age, that institutes one of the key factors braking restructuring of the domestic pension system based on insurance principles. The logical consequence of the early retirement saving system is the redistribution of financial resources (premiums and federal transfers) of the pension system for “pensioners on a common basis†in favor of early retirement during the entire period before the generally established age. The importance of the problem of financial security of early pensions recipients becomes acute because of the deepening 2014-2016 fiscal crisis, which required not only strategic, but also the operational FIU budget balancing. The article discusses the current state of early retirement system in terms of impact on the reconstruction of the entire national pension system based on insurance principles. Proposed the options for its reforming.
