Current Issues Of Procurement Within The Framework Of Law No. 223-Fz In Conditions Of Submission Of The Benefits For Suppliers Of Products From Russia

Abstract

According to the Decree of the Government of the Russian Federation No. 925I companies that purchase products within the framework of Law No. 223-FZ from 01.01.2017 should give priority to goods, works and services of Russian origin. This article analyzes the issues relating to the actions of customers and participants of procurement procedures in changed circumstances, namely: planning the tender prices, choice of procurement methods, communication with suppliers, as well as providing foreign products of national treatment in accordance with international agreements, such as GATT (WTO) and the Eurasian Economic Community Treaty, etc.Â
