Strategic features of formation of human resources potential of industry in scientific and technological development of Russia

Abstract

The formation of the human resources potential of industry has a number of strategic features related to the specifics of this industry, the complexity and high cost of training professional personnel for it (especially highly productive), as well as with the system of strategic motivation for attracting and long-term retention of highly qualified workers in industrial enterprises that meet the required level of scientific and technological development of the country. The article substantiates the importance of understanding for each participant in the implementation of the strategy of how their own values and interests will be realized in all strategic priorities. Accordingly, all strategic documents should reflect the values and interests of labor resources so that they form a highly effective human resources potential ready for activity in the industrial sector. The article defines approaches to the formation of human resources potential of industrial enterprises, reflected in state strategic documents: in the Decree of the President of the Russian Federation “On the national development goals of the Russian Federation for the period up to 2030 and for the period up to 2036†, in the State Program of the Russian Federation “Development of Industry and Increasing its Competitiveness†, in the “Consolidated Strategy for the Development of the Manufacturing Industry of the Russian Federation until 2024 and for the period up to 2035†, in the Subprogram “Development of National Intellectual Capital†of the state program of the Russian Federation “Scientific and Technological Development of the Russian Federation†. The article shows the successful experience of gradual formation of human resources potential based on the functioning of the scientific school of strategizing of professor Vladimir Kvint, corresponding to the implementation of national goals and strategic directions of scientific and technological development of Russia.
