The development of import substitution in order to improve the economic security of Russia

Abstract

It is proved that in the important substitution issue the raising of economy safety of the country presents the most important instrument, especially under economic sanctions situation.Statistics reveals that the machine and equipment import covers 70–80 per cent of the total consumption.The technical backwardness of the Russian machinebuilding industry being systematically underpaid is the main reason of the equipment import.In the time span 2005–2015 the civil machine building remained underdeveloped. It is suggested to expand the import substitution scale, next to the active state support (the industry development foundation, IDF), by investments attracted through stateprivate partnership as well.Principles of state-private partnership mechanism, including different levels of the state support, are presented.As the first level of the state support establishing the state bank of key information referring to the specific import substitution projects is recommended.State authorities can provide a deeper participation, for instance through guarantee of returning a share of expenditures in case of possible risks, in providing certain advantages by creation and use of project infrastructures and participation in product export sale.
