A Comparison of the Existing OrganizationalEconomic Mechanism of Regional Clusters’ Creation and Development in Russia and Abroad with the Mechanism of the “Roadmap†of Cooperation (on the example of the simulated situation in machine-building cluster of the Chelyabinsk Region)

Abstract

Cooperative associations present a rather efficient mechanism of problem solving, at the same time the retarded process of their creation bears risks for the participants. The reduced effectiveness or gap between reached and planned level of indicators is due to poorly developed mechanism for establishment and development of cooperative associations. The reliability and productivity of cooperative association are largely dependent on accurately calculated directions of development and interaction between the participants. Objectives: to present a comparative description between existing mechanisms of cooperation in Russia and abroad and the mechanism of cooperation “Road map†of cooperation, showing the possibility of the alternative approach. The article presents the approximate results of the calculation of the “Management part†of the “Road map†by means of economic-mathematical models, allowing to make preanalysis of the prospects of cooperative association. The results of the cooperative association’s analysis by means of the “Roadmap†are interesting both for participants and for external observers, such for example, as future investors. The analysis demonstrates: the stability of cooperation by identifying “safety cushions†; the possibility to cover additional costs through the “margin†from the growth of the conjugate productivity of cooperation, the possibility to create “reserve cooperation†. The analysis shows the sources of additional profit; it demonstrates the long-term functioning of cooperation; it helps to attract investors and other participants; it discloses the missing and overlapping participants; it provides the priorities for obtaining state support; it defines the maximum potential of cooperation.
