Theoretical and methodological approaches to the study of the process of mineral resources oriented technological transformation of the Arctic

Abstract

Technological development is a key factor in determining the long-term level of socio-economic development of the Arctic. To raise the level it is necessary to carry out the technological transformation of the economy that is to introduce innovations changing the technology. The article considers the basic concepts and approaches to the study of the process of mineral resources oriented technological transformation of the Arctic. Special attention is paid to the theory of long waves, the concept of technological way and concept of multilevel economy development. Defined are distinctive features of the technological development of economy of mineral resources oriented territories of the Arctic. It is demonstrated that in shaping the technology policy the natural-climatic and socio-economic characteristics of the regions of the North and the Arctic, as well as the existing type and technological structure of the economy and settlement structure must be considered. It is shown that for the successful development of the Arctic mineral resources oriented territories it is crucial to technologically transform the economy. It requires a transition to a new technological way of infrastructure construction and habitation of territories, as required by current economic conditions. It is determined that the Arctic resource projects have to be established considering to meet the requirements of sustainable development, environmental and the traditional territories of indigenous peoples protection.
