Economic Incentives Of Environmental Management Industry

Abstract

In the outcome document of the Rio+20 Conference «The Future We Want» the economic and social importance of industrial development with the obligatory account of ecological restrictions is recognized.The state program of Russian Federation «The Environmental Protection» for 2012–2020 years provides the implementation of economic incentives for industrial modernization and use of ecologically pure resource and energy saving technologies.The environmental impacts of industry cover the whole technological chain: raw material extraction – primary treatment – production – use of the final product – waste disposal.Waste reducing and elimination of pollution should be considered as profitable outlook not as additional expenses, so in the article main directions of cleaner production process in accordance with the process chain, methodological approaches to the assessment and the most efficient and cost-effective promising methods to prevent pollution are considered. The problems related to the payment for a negative impact on the environment and the need to revise the procedure for calculation of base rates , development and approval the new order of indexation of pollution charges, reflecting the state of the environment, are considered.
