Strategic Management Of Oil & Gas Complex At The Arctic Marine Hydrocarbon Fields Development

Abstract

Last decades world production of hydrocarbons displaces from the continental part where deposits are exhausted, to water areas of the seas and oceans. Specified transformations in the oil & gas sector transform Russian Arctic continental shelf into key link of the Russian economics due to enormous deposits of hydrocarbon resources.Analysis of the current state of study of the effective management of oil and gas resources development shows that in Russian Federation has considerable experience of onshore oil and gas projects development, the theoretical and methodological base, and also strategic approaches to safe and effective fields development.At the same time, analyses of the marine oil and gas fields development in Russia shows insufficient investigation of strategic management of oil and gas complex at shelf projects development, increases of social and economic efficiency of process of hydrocarbons resources development and formation the system of mechanisms and tools directed on creation of preconditions for long-term sustainable development of the oil and gas complex and interfaced industries.At the current conditions Russia needs new approaches to management of oil & gas complex at the marine Arctic fields development taking into account the developed economic transformations and foreign experience are necessary.
