Abstract

The analysis of the project of the amber industry development strategy, developed by the Ministry of Industry and Trade of the Russian Federation is carried out. The project was implemented using specified data of recent years, including foreign sources; however, it has several disadvantages, among which the most serious one is a weak reflection of the issues of modernization and cluster formation. The problems of improving the stability of dynamic development of amber industry are considered. On the basis of the complex SWOT-PEESTML analysis the cluster model of development of the amber industry with emphasizing of a number of promising subclusters is proposed. The results of the research can be used in case of development of projects and programs in framework of the amber industry strategy implementation.
