Participation of National Guard of Russia in Ensuring Military Safety

Abstract

The article examines the place and role of the National Guard established in April 2016 by the decree of the President of the Russian Federation a year, the system of military security institutions. The problems of its formation and functioning are analyzed in the context of Russia’s National Security Strategy, which states that improving the efficiency of its maintenance is possible due to the perfection of the structure and activities of the federal bodies of executive power, as well as the integrated development of the law enforcement bodies and special services. We also consider the main provisions of the decree of the President of the Russian Federation, dedicated to the creation of the National Guard and its troops, the draft federal law «On the Russian Federation, National Guard troops». It is noted that the National Guard is designed to improve the efficiency of counteraction to extremism and terrorism , both within the state and outside it , which is especially important in the conduct of “hybrid warfare†. It determines the value of such institutions operating in other countries. Reins analysis of the main tasks and responsibilities of the newly created Institute, within which it is possible to ensure the military security of Russia, particularly in the martial law regime and other special legal regimes. It provided a number of problems associated with the creation of a new institution: the need for a clear division of powers and tasks with other law enforcement agencies, making certainty in the terminology related to the national security sphere. It is concluded that the creation of the National Guard opens new possibilities in the field of military security of the country.
