The Resource-saving Strategy: Development vs Distribution (Russian Agenda)

Abstract

In the article the current economic and social situation of Russia is analyzed, the hypothesis of exhaustion of potential of further growth of the country based on resource allocation model is pushed and theoretically proved. Need of development of the new agenda of economic and social development of Russia - the resource-saving strategy aimed at expanded reproduction of a human capital: increase of level of education, duration and quality of life of the Russian citizens - is proved. The important role in the implementation of the resourcesaving strategy, which is not reduced by authors of the article only to economy of the budget resources, is allocated for system of the higher education which is urged to act as the peculiar social elevator allowing the citizens, who went into quality and modern education to apply further for a worthy salary and career development. The special role is given to system of training for public and state servants, whose professional competence impact on quality of strategic decisions at the level of the country, region and industry. By way of illustration of resource-saving strategy at the level of the given educational organization, experience of implementation of innovative model of training for the public and state administration at North-West Institute of Management of the Russian Presidential Academy is considered.
