Assessment of Innovations in Procurement Practices

Abstract

The purpose of this article is to justify a comprehensive approach to assessment of effectiveness of the tender mechanism of competitive procurement that takes into account innovation based on e-ICT and characterizes the procurement system at three levels: legal regulation, operational performance and feedback, and to develop on this basis recommendations for its improvement. The author proposes and justifies the methodology of monitoring the competition and assessing the effectiveness of the tender mechanism of competitive procurement system based on a combination of statistical, econometric and expert methods, analyzes the results of its testing on the base of the Belarusian public procurement data (2012-2014), and justifies the development of a Toolkit “map of innovation†in procurement practice for organizations, and the model of assessment of innovation in procurement for innovation-active organizations.Unlike current practice, the technique allows to monitor the competition in a more effective way and to assess the tender mechanism effectiveness in dynamics and in correlation with law improvement, bidding practice, the professional community’s activity, the development of procurement e-infrastructure. The technique is based on the competition standards developed by the OECD and the comparability of the relevant indicators of the EEU member countries, which allows to use it at cross-border markets. The evaluation results received by the method proposed by the author made the basis for developing practical recommendations by the author on the improvement of the competitive tendering procurement mechanism and its infrastructure.
