Abstract
The relevance of the research topic is that external labor migration remains one of the most significant areas of regulation of the state migration policy of the Russian Federation. This is due to the discrepancy between the real needs of the labor market and the existing qualitative characteristics of foreign labor, as well as the existing procedure for its free attraction.The purpose of the study is to identify the features of the system of organized attraction of foreign labor as an effective mechanism for regulating external labor migration.The objectives of the study are to identify conceptual principles for the implementation of the organized recruitment system, justify the demand for organized recruitment in the migration policy of the Russian Federation at the present stage, and analyze organized recruitment as a set of measures in the context of the state’s management functions in the field of migration.As research methods, political and legal analysis was used, which made it possible to determine the principles of the formation and regulation of mechanisms of organized recruitment in the system of external labor migration of modern states and institutional analysis used to consider the activities of various actors that influence the process of formation, implementation and improvement of migration policy.The results of the study confirm the effectiveness of the system of organized recruitment of foreign labor as one of the ways to regulate external labor migration, taking into account the existing interests of the state and society in the field of economy and national security, as well as to counter potential migration risks.The findings of the study provide key characteristics that distinguish the mechanism of organized recruitment from the existing practice of freely attracting external labor migrants, which makes it possible to increase the effectiveness of public administration in this area of the state migration policy of modern Russia.
