Political Conditions and Directions of the Evolution of Local Government in Modern Russia: From Localism and Arbitrariness to Socially Responsible Municipal Community

Abstract

The article solves the problem of theoretical reproduction of the aggregate of political conditions, factors and trends, with the skillful use of which by the forces of regional authorities and officials, it is possible to optimize relations between the state power that dominates in the regional context and the local authorities of the municipal communities, which form, in their jointness, most part of social and political space of the region. The mastery of this space, the acquirement of objective processes occurring on the territory for the sake of scientific management of them in the interests of the resident and residing on the territory of the population, constitute the meaningfulness of the activity of regional institutions of state power, responsible political forces and individuals capable to play the role of regional leaders.
