(Güncel) Finansallaşma Çağında Gelişmekte Olan Ülkeler: Açık Birikiminden Rezerv Birikimine

Abstract

Hızlı finansallaşma süresince, gelişmekte olan ülkeler, uluslararası sermaye akışıyla ilgili iki belirgin dönem yaşamıştır. Birinci dönemde, cari açıklar ile finansal ve döviz krizleri yaşanmıştır. İkinci dönemde ise korunma ve küresel finans piyasalarına daha aktif bir şekilde katılmak amacıyla, uluslararası rezervler artış göstermiştir. Rezerv birikimlerinin sonuçları ise; gelişmekte olan ülkelerden gelişmiş ülkelere sermaye transferi ve ulusal kamu borçlarında büyük artışlar olmuştur. Bu nedenle, gelişmekte olan ülkelerin rezerv biriktirme stratejilerini, daha sıkı kontrole etmeleri gereklidir.
