Agreement with the host government on NPP project

Abstract

The article is devoted to the evaluation of HGA as a legal way to guarantee the rights of sponsors of major infrastructure projects. It specially focuses on the evolvement, legal nature and practice of HGA using and also on specifics of balance of convenience and NPP project sponsors risk management within the legal frame of interrelated agreements and project contracts (IGA, HGA, Contracts of electricity supply, etc.). The first international practice of using of HGA within the NPP project “Sinop†in Turkey is analyzed, which is implemented on the model of “build-own-operate (-transfer)†(Boo(T)).
