Measures of financial and credit support for small businesses in Russia and their assessment

Abstract

The article assesses the functioning of SMEs in Russia based on key indicators. The measures of financial and credit support for SMEs are considered and the characteristics of the main programs of concessional lending are given. An attempt was made to evaluate the measures taken by the state to support small and medium-sized businesses and their impact on the development of the sector.The objective of the study is to analyze the areas and measures of financial support for SMEs and their assessment. The research methods include general scientific and specific scientific methods, such as analysis and synthesis, generalization and comparison, sociological methods, as well as statistical methods, in particular correlation analysis. Correlation analysis was used to determine the relationship between the volume of state financial support and SME development indicators in order to assess the impact of state support measures on the state of small and medium-sized businesses. The object of the study is state support measures for SMEs in Russia. The results of the study are an assessment of state financial support measures for SMEs and their impact on the development of the sector. Based on the analysis and generalization of the implemented support measures, a conclusion was made about changes in the areas and tools of support. The state is interested in scalability and consolidation of small businesses; the task of further active increase in the number of small businesses is not set. Support measures in the future will be increasingly targeted. These are innovative and technological enterprises, social enterprises, etc. The vector is shifting from preferential bank lending to microfinance, leasing, and factoring instruments. The study allowed us to draw a conclusion about the relationship between government financial support measures and the development of the SME sector in terms of such an indicator as the growth of existing enterprises.
