Unmanned vehicles as a driver for the transformation of the legal landscape

Abstract

As the capabilities of artificial intelligence expand and become more integrated into public infrastructure, the question of how to ensure its safe, secure and controlled use becomes more acute. Developing a balanced legal regulation for the use of artificial intelligence is a difficult long-term task, especially in the context of the development of unmanned transport. The article analyses the research of foreign scientists on the traffic control of unmanned transport, considers the creation of intelligent transport systems as an important direction of the country’s scientific and technological development, using the example of the strategic partnership with China within the framework of the “One Belt – One Road†initiative. A number of suggestions are made as to the content of the provisions that may form the basis of the concept of an unmanned driving law. Research methods. The dialectical method, analysis, synthesis, induction, structural-functional approach were used in the work. Results. It is concluded that the state has taken a course towards a responsible use of technologies, development and operation of artificial intelligence systems with a predefined confidence level. The integrity of the innovation cycle, which is manifested in the close interrelation of science with the real sector of the economy, serves to increase that level. The inter – conditionality between the level of vehicle autonomy and driver attention is substantiated. The advantages of the development of international transport and logistics systems are demonstrated by the example of the cross-border intelligent elevated railway Heishantou.
