Modern approaches to defining the human resources potential of the IT industry in the context of digital economy formation

Abstract

The article sets the boundaries of modern scientific knowledge in the field of determining the human resources potential of the IT industry. The research method was a comparison of the world and national research traditions using the example of works concerning the issues of developing the human resources potential of the IT industry and industries involved in the digitalization of the economy. The analysis revealed differences in the understanding of the following elements of human resources management – human capital, personnel reproduction, professional and career development of IT specialists. The application of quantitative analysis to the works under consideration revealed that priority in modern research is given to issues of attracting, recruiting and selecting personnel, training qualified personnel in technical specialties. But as a result, issues related to the professional and career development of personnel, as well as the attraction of foreign qualified specialists, are not covered. Therefore, in order to create modern consistent knowledge about the structure of the human resources potential of the IT industry, it is necessary to cover areas related to personnel retention, including career development processes, working with talents and continuous education of personnel at the level of enterprises, the industry and the state as a whole. The authors substantiated that such an expansion of issues is a necessity in the formation of new approaches to the definition of human resource potential that meet the realities of the development of the digital economy. The work proposes to redefine the human resources potential of the IT industry, considering both frequently addressed issues and those issues recognized as necessary in the work.
