Time Preference and the Decision to Save in an Islamic Economy التفضيل الزمني وقرار الادخار في الاقتصاد الإسلامي

Abstract

1. Allocation of resources requires value judgments, one of which is the concept of positive time preference as a rational criterion for allocating consumption between the present and the future . Even within that value framework, zero and negative time preference compete with positive time preference, as rational criteria in certain cases. 2. In an Islamic economy, justice (fairness, equity) can replace time preference as a rational allocative criterion in au cases. Justice in that sense takes into consideration the changes across time of individual income and needs, as well as the intergenerational utilities 3. Under justice’ as an allocative criterion, the role of “expected rate of return on investment” in influencing the saving decision is dir as compared with the important role interest rate plays in optimizing the saving decision under the assumption of positive time preference. 1 ـ لا مناص في عملية تخصيص الموارد من اللجوء إلى أحكام قيمية تثور فيها فكرة التفضيل الزمني الموجب، كموجه للسلوك الفردي، في تخصيص الاستهلاك بين الحاضر والمستقبل. وحتى في الإطار القيمي الذي يمكن أن تعمل فيه هذه الفكرة، فإنها لا تستقيم كفرض رشد في كل الأحوال، بل يوجد إلى جانبها التفضيل الزمني الصفري والسالب. 2 ـ يمكن للعدل (بحسب مفهومه في الاقتصاد الإسلامي) أن يحل محل التفضيل الزمني، كموجه للسلوك التخصيصي الذي يولد ضوابط لهذا السلوك تصلح كفرض رشد في جميع الأحوال، إذ تأخذ بالاعتبار التغيرات في الدخل الفردي والحاجات، كما تأخذ مصالح الأجيال على تعاقبها. 3 ـ في ظل معيار العدل لا يبقى للمعدل الاحتمالي لعائد الأموال إلا دور محدود، إذا ما قورن بالدور الهام لسعر الفائدة في قرار الادخار الفردي وفي تحقيق أمثلية هذا القرار في ظل معيار التفضيل الزمني.
