Public Debt and Public Qirad: Their Impacts on Welfare الدين العام والقراض العام : أثرهما على الرفاه

Abstract

The paper makes a study of financing budget deficit by qirad in comparison with financing it with interest bearing public debt. The paper uses two simple mathematical models. The first model assumes real intcrcst on public debt to he higher than the cquilibrium rate of interest and concludes that there is a negative relationship between public dcbt and Net National Product. The second model ilssumes qirad (profitsharing) to he the mode of financing revenue-yielding public projects. This model, . it turns out, satisfies the conditions necessary for optimum social welfare , where the marginal rate of substitution equals the marginal rate of transformation. At this point the return to t’inancing would equal the average rate of return on investment in the economy which equals the rate of economic growth. تناقش هذه الورقة مزايا تمويل عجز ميزانية الدولة من خلال القراض بالمقارنة مع تمويله بأسلوب القروض العامة الربوية . واستخدمت الورقة نموذجين رياضيين مبسطين . في النموذج الأول افترض أن سعر الفائدة الحقيقي على القروض الحكومية أعلى من سعر الفائدة التوازني ، وقد تبين من خلال هذا النموذج أن هناك علاقة سلبية بين القروض الحكومية والناتج القومي الإجمالي . وفي النموذج الثاني استخدم أسلوب القراض ( المشاركة في الأرباح ) لتمويل المشاريع العامة المدرة للدخل ، ومن هذا النموذج تحققت الشروط اللازمة لتحقيق التوازن الأمثل لدالة الرفاه الاجتماعي ، حيث يتساوى المعدل الحدي للاستبدال مع المعدل الحدي للإحلال ، ويكون العائد على التمويل مساويا لمتوسط العائد على الاستثمار في الاقتصاد ، والذي يساوي معدل النمو الاقتصادي.
