Abstract

This research presents the influence of Zakah on the development of human resources. Zakah works to raise incomes through direct interest in influencing consumer demand for goods and services. It stimulates investment and improves the quality and quantity of work by directing money in the eight Zakah ways and developing those who deserve Zakah in terms of food and health securities, education and technical levels, which contribute to higher productivity at the level of individual and nation. The importance of the impact of Zakah on human resources development is by looking at man as a form of capital, upon which other forms of capital depends, these are the physical and social capitals (infrastructure and central), which can not reach the best level of investment without taking care of the most important element for achieving it that is human. This study shows how Zakah works to achieve the investment in human resources. This study also presents the experience of Zakah Fund in Jordan in the development of human resources. يعرض هذا البحث تأثير الزكاة في تنمية الموارد البشرية، إذ تعمل الزكاة على رفع الدخول عن طريق اهتمامها بالتأثير المباشر في الطلب الاستهلاكي للسلع والخدمات، وتحفيز الاستثمار، وتحسين نوعية العمل وكميته، من خلال توجيه أموالها في مصارف الزكاة الثمانية، والنهوض بمستوى هذه المصارف من ناحية تحقيق الأمن الغذائي والصحي، والمستوى التعليمي والتقني الذي يسهم في رفع الإنتاجية على مستوى الفرد والأمة. وتأتي أهمية بيان توظيف الزكاة في الموارد البشرية باعتبار أنّ الإنسان يمثل أحد أشكال رأس المال الذي تتوقف عليه أشكال رأس المال الأخرى، وهي رأس المال المادي، ورأس المال الاجتماعي (البنى التحتية والارتكازية)، إذ لا يمكن لهذه الأشكال أن تصل إلى حد التوظيف الأمثل دون اهتمام بمستوى العنصر الأهم لتحقيقها وهو الإنسان الذي ستبين هذه الدراسة كيف تعمل الزكاة على تحقيق الاستثمار في تنمية المورد البشري، كما تعرض هذه الدراسة تجربة صندوق الزكاة في الأردن في تنمية الموارد البشرية.
