The Activation of the Role of Waqf in the Arab World تفعيل دور الوقف في الوطن العربى

Abstract

This paper deals with the activation of the role of waqf as a means of solidarity and integration in the Arab World, through its historical constituents and how to re-implement this system inn prevailing world circumstances so that it can regain its position again. The Author examines the reasons behind the neglect of waqf at both the theoretical and practical levels and its confinement to only worship institutions without real effectiveness in the society. The paper contributes both theoretically and practically in rediscovering the role of waqf which can be used in activating the economic integration of the Arab World, especially that there is a vast common heritage on waqf in Arab countries. This paper also contribute in reviving the theoretical knowledge organising waqf and defining its developmental role taking into consideration the experiences of some Arab countries which managed to keep the system running as a model in activating the role of the society in participating in the economic development and integration of the Arab World. تتناول هذه الورقة دور الوقف التكافلى والتكاملي وتفعيله فى الوطن العربي، من خلال المكون التاريخي وكيفية عودة هذا النظام في ظل الظروف الدولية الراهنة لكى يحتل مكانته مرة أخرى. ويتعرض الباحث لأسباب عدم الاهتمام بالوقف على المستويين النظرى والتطبيقى، وقصر دوره على المؤسسات التى تعتنى بدور العبادة، دونما فاعلية حقيقية في حياة المجتمع. وتسهم الورقة – على المستويين النظرى والتطبيقي– في الكشف عن الدور الذي يمكن أن يلعبه الوقف في تفعيل التكامل في الوطن العربي، خاصة وأن هناك إرثا مشتركا بين الدول العربية متمثلاً في نظام الوقف، كما تسهم هذه الورقة في إحياء المعرفة العلمية (النظرية) المنظمة له، والتعريف بالدور التنموى لنظام الوقف، مع الأخذ فى الحسبان تجارب الدول العربية التى استطاعت أن تبقى على هذا النظام كنموذج لتفعيل دور المجتمع الأهلى في المشاركة فى التنمية والتكامل في الوطن العربي.
