Basic Analysis on Labor Productivity in Japanese Home Care Support Business: Evidence from Establishment-Level Data

Abstract

本稿は，厚生労働省がインターネット上で公開している「介護サービス情報の公表」制度にかかる公表データの事業所別データを用いて，居宅介護支援（ケアマネージャー）の労働生産性を分析した。分析の結果，下記の諸点が明らかとなった。（１）居宅介護支援の事業所別の労働生産性はそれほど大きな格差が生じていない。すなわち，25％分位と75％分位の格差は1.5倍程度，10％分位と90％分位の格差は２倍強にすぎない。これは，居宅介護支援の介護報酬に，給付管理件数に関する逓減制が導入されていることが原因の一つと考えられる。（２）事業所別の労働生産性には，法人の種類，同一法人が持つ事業所数の規模の利益，同一法人が実施している他の介護事業に関する範囲の利益（一部は範囲の不利益），競争環境，操業期間によるラーニング効果，地域の人口要因，サービスの質などが影響している。また，１法人１事業所の場合には労働生産性が低いが，いわゆる「独立系ケアマネ」は生産性が高い。
