A Study on the Feasibility of Basic Income

Abstract

コロナショックの経済対策として行われた国民一人当たり10万円の特別定額給付金を契機に，ベーシック・インカムの導入論が再び盛り上がりを見せている。本稿は，我が国におけるベーシック・インカム導入の実現可能性をその財源面から検討した。すなわち，ベーシック・インカムを導入するとどの程度の年間支出額になるのか，その財源として歳出削減からどの程度捻出できるのか，残りの金額を所得税や消費税の増税で徴収した場合にどの程度の税率になるのかを試算した。ベーシック・インカムを，15歳以上の国民が月額10万円，15歳未満が月額6.6万円と設定した場合，その年間支出額は145.5兆円になる。それに対して，ベーシック・インカムと同様の機能を持つ生活保護制度や基礎年金制度，所得控除制度などを廃止すると，99.4兆円の歳出削減が可能である。両者の差額である44.5兆円を消費税で徴収した場合には21.7％の増税，所得税で徴収した場合には23.1％の増税が見込まれる。
