Underlying Demand for Licensed Nursery Schools in Tokyo

Abstract

本稿は,東京都が2017年に実施した子育て世帯への大規模アンケート調査を用い,仮想市場評価法(CVM)を使って,東京都の保育サービス需要を分析した。主な結果は以下の通りで ある。第1に,潜在的待機児童率は19.5%と,待機児童率(1.3%)の14倍を超える大きさである。第2に,現在の保育サービス供給量のもとで,総待機児童率をゼロにする均衡保育料(月額)は,全年齢合計で45,400円である。第3に,中高所得者への月額5千円の保育料引き上げで総待機児童率は元の大きさの約3分の2,月額1万円引き上げで約3分の1となる。また,認可保育所の0歳児定員を廃止して,育休促進を図ることにより,総待機児童率はほぼ半減する。
