Die ZEW-Erhebung bei Zeitarbeitsbetrieben: Dokumentation der Umfrage und Ergebnisse von Analysen

Abstract

Die hier dokumentierte Erhebung bei Zeitarbeitsbetrieben soll mit ihren Ergebnissen dazu beitragen, die Lücken im Wissen über die Bedingungen der Arbeitnehmerüberlassung zu schließen. In der bislang größten Umfrage unter Zeitarbeitsbetrieben haben 471 Betriebe aus allen Regionen Deutschlands Angaben zu ihren Arbeitskräften und deren Qualifikation und Einsatzbranche und zu unternehmensspezifischen Kontrollvariablen gemacht. Zudem wurde die relative Höhe der Verrechnungssätze erfragt, welche die Betriebe von den Firmen für die Überlassung verlangen. Weitere Fragen beziehen sich auf die Perspektiven der Zeitarbeit in Deutschland, insbesondere auf die erwartete Auswirkung des Hartz-Konzeptes auf die Entwicklung der Geschäftstätigkeit. Die erhobenen Daten zu den Verleihsätzen und den Perspektiven der Zeitarbeit sind in der Arbeitnehmerüberlassungsstatistik der Bundesanstalt für Arbeit überhaupt nicht und weitere Daten über die Zeitarbeitsbetriebe nur in stark aggregierter Form vorhanden. Somit erlaubt der aus der Erhebung erstellte und im Folgenden beschriebene Datensatz eine ausführlichere Analyse des Angebots der Arbeitnehmerüberlassung als mit bisher verfügbaren Daten.
