Globalisierungsdruck und Beschäftigungssicherung: Standortsicherungsvereinbarungen in der deutschen Automobilindustrie zwischen 1993 und 2006

Abstract

Das Paper untersucht Standort- und Beschäftigungssicherungsvereinbarungen in der deutschen Automobilindustrie im Zeitraum zwischen 1993 und 2006. Untersucht werden die Ursachen, die Kerninhalte und die Folgen der Beschäftigungssicherungsvereinbarungen. Im Hintergrund steht die allgemeine Frage nach der Rolle dieser Vereinbarungen beim Wandel der Arbeitsbeziehungen in der Automobilindustrie. Stehen sie in der Kontinuität des bisherigen kooperativen Modells im Sinne eines Ausgleichs zwischen den Anforderungen der Beschäftigungssicherung und der Wettbewerbsfähigkeit? Oder bedeuten sie ein Concession Bargaining, das zu einer Infragestellung der kooperativen Arbeitsbeziehungen führt? In der wissenschaftlichen Literatur spielt die Interpretation der Beschäftigungspakte als reziproker Tausch und als „win-win“-Prozess für Beschäftigte und Unternehmen eine große Rolle. Wenngleich die Zusagen der Unternehmen (Verzicht auf betriebsbedingte Kündigungen sowie Investitions- und Produktzusagen) und die langen Laufzeiten der Verträge für diese Interpretation sprechen, gibt es aber auch eine Reihe von Gegenargumenten, die im Paper untersucht und diskutiert werden. Den unmittelbar wirksamen Konzessionen der Beschäftigten stehen Beschäftigungszusagen gegenüber, deren Realisierung von der Absatzentwicklung abhängt und unsicher ist. Trotz der Beschäftigungspakte bauen Automobilunternehmen massiv Arbeitsplätze ab. Die Konzessionen der Beschäftigten werden immer weit reichender und die Legitimität der Pakte nimmt ab. Schließlich geht von den Vereinbarungen die Gefahr eines Unterbietungswettbewerbs bei Löhnen, Arbeitszeiten und Arbeitsbedingungen aus, die nicht auf Deutschland beschränkt ist, sondern auf die gesamte europäische Automobilindustrie ausstrahlt.
