Die Identifikation von Wissenschaftsräumen: Eine Konzeptstudie über methodische Ansätze sowie Möglichkeiten und Grenzen der empirischen Erfassung

Abstract

Mit der zunehmenden Globalisierung wird der Wettbewerb heute auch für die Regionen spürbar. Damit diese den Anschluss an die internationale Weltmarktspitze nicht verlieren, müssen sie über ein leistungsfähiges regionales Innovationssystem verfügen. Gerade mit Blick auf den immer noch bestehenden wirtschaftlichen Nachholbedarf der Neuen Länder kommt der Weiterentwicklung der ostdeutschen Innovationssysteme eine besondere Rolle zu. Hier besteht möglicherweise ein sinnvoller Anknüpfungspunkt für eine nachhaltige Wirtschaftspolitik, indem man das Gedeihen der regionalen Innovationssysteme in den Neuen Ländern durch eine öffentliche Förderung begleitet. Gelingt der Aufbau erfolgreicher Innovationssysteme, ist ein großer Schritt in Richtung internationaler Wettbewerbsfähigkeit getan, was deren Transferabhängigkeit reduziert. In der Innovationsforschung bestehen allerdings noch immer Unklarheiten über den Prozess der Wissensgenerierung in regionalen Innovationssystemen. Dieser Prozess kann in mehrere Phasen unterteilt werden, die - ganz grob gesprochen - von einer Idee über mehrere Zwischenschritte bis zur Anwendung neuen Wissens, z. B. in Form neuer Verfahren oder Produkte, reichen. Jede dieser Phasen hat ihre eigenen Charakteristika. Um diese zu beschreiben, müssen die dabei herrschenden Prozesse "gemessen" werden. Eine große Bedeutung kommt hierbei der Vernetzung zwischen den Akteuren im Innovationssystem zu, denn durch sie können Wissensgenerierungsprozesse an Fahrt gewinnen. Für eine umfassende Beschreibung solcher Prozesse muss folglich die Identifikation von Akteuren und Interaktionen in jeder Phase der Wissensgenerierung stehen ...
