Die Reform der Arbeitslosenversicherung im Zuge der Agenda 2010 und ihr Einfluss auf die Arbeitslosigkeitsdauer: Simulationsergebnisse auf Basis der nicht-stationären Suchtheorie

Abstract

Der vorliegende Beitrag untersucht die Auswirkungen der geplanten Reformen der Arbeitslosenversicherung im Zuge der Agenda 2010 auf die individuellen Reservationslöhne der Arbeitslosen und auf die Übergangsraten in Arbeit. Dabei wird ein dynamisches Suchmodell entwickelt, auf dessen Basis Reservations-löhne für verschiedene Gruppen von Arbeitslosen simuliert werden. Anschließend werden Veränderungen in den Übergangsraten in Arbeit aufgrund von reduzierten Reservationslöhnen prognostiziert. Es zeigt sich, dass die geplanten Reformen bei der Arbeitslosenversicherung vor allem Arbeitslose mit einem hohen Einkommen vor Arbeitslosigkeit trifft. Für diese Personengruppe würde sich die Übergangsrate in Arbeit bei Sozialhilfeanspruch um 5% bis 9% erhöhen. Bei Arbeitslosen ohne Anspruch auf Sozialhilfe würde die Übergangsraten um 9% bis 22% steigen.
