Mittelstandspolitik in der Praxis - Rahmensetzung oder Förderung?

Abstract

Die vorliegende Analyse erarbeitet Elemente einer zukunftsweisenden Mittelstandspolitik auf Bundesländerebene. Bislang konzentriert sich Mittelstandspolitik auf Förderpolitik, Nachteils-ausgleich oder "Picking the Winner". Doch die Bundesländer sollten ihre Möglichkeit, den mittelstandsspezifischen Rahmen mitzugestalten, verstärkt nutzen. Erstens sollten Maßnahmen zur Sensibilisierung sowie Informations- und Wissensvermittlung noch mehr in den Fokus gerückt werden. Zweitens sollten sich die Träger der Mittelstandspolitik ihre Querschnittsfunktion stärker bewusst machen und ihren Einfluss auf, für den Mittelstand essentielle Politikbereiche - die Bildungspolitik und die (weichen) Standortfaktoren - geltend machen. Drittens sollte die Kommunikationspolitik intensiv als Instrument zur Vermittlung von Wertschätzung gegenüber dem Mittelstand insgesamt und zur Stärkung des Zugehörigkeitsgefühls von einzelnen Teilgruppen genutzt werden.
