Die wirtschaftliche Betätigung von Kommunen

Abstract

Auf kommunaler Ebene ist ein verstärkter Trend zur wirtschaftlichen Betätigung des Staates beobachtbar. Zwischen 2000 und 2010 hat sich der Anteil der in kommunaler Hand befindlichen Unternehmen um mehr als 20 Prozent erhöht. Ordnungspolitisch ist eine staatliche Intervention in das Marktgeschehen aber nur in wenigen Fällen gerechtfertigt. Aus wettbewerbspolitischer Sicht ist der eigenverantwortlichen Privatinitiative ein Vorrang einzuräumen. Wettbewerb führt in der Regel zu besseren Marktergebnissen, verbraucherfreundlichen Preisen und höheren Qualitätsstandards. Im DSi-kompakt Nr. 4 erfolgt eine kritische Beleuchtung kommunalen Tätigwerdens.
