Kommunale Unternehmen auf Expansionskurs

Abstract

Ein wirtschaftliches Engagement des Staates bedarf in einer Marktwirtschaft immer einer besonderen Begründung und sollte nur in engen notwendigen Grenzen stattfinden. Deshalb sind in den letzten Jahrzehnten zahlreiche Unternehmen des Bundes privatisiert worden. Auf kommunaler Ebene hat die wirtschaftliche Betätigung zuletzt aber an Bedeutung gewonnen. Besonders viele Städte entdecken für sich die Energieversorgung als ein lukratives Geschäftsfeld. Aber auch in anderen Bereichen gibt es eine direkte Konkurrenz zu privaten Unternehmen. Dabei profitieren die Kommunen von steuerlichen Vorteilen. Eine Untersuchung der IW Consult zeigt Privatisierungspotenziale, die das Ausmaß der wirtschaftlichen Tätigkeit der Kommunen reduzieren können.
