Concepts et méthodes de l'analyse de filières agroalimentaires : application par la chaîne globale de valeur au cas des blés en Algérie

Abstract

After a survey of the main agribusiness global value chain analysis methods, the authors propose a larger pattern from the global value chain concept developed by Gereffi. They focus on the necessity of a quantified economic characterization and a diachronic study of the global value chain. This theoretical and methodological framework is then applied to the case of Algerian wheat global value chain from the 1960's to the early 2000's. This analysis highlights the disintegration of this global value chain as the State, who used to be a monopolist for 3 decades, slowly declines in production and distribution sector. Albeit a consumer gain regarding product diversity, the economic performance of this sector seems unsure because of information and management deficit and the global value chain seems highly vulnerable due to a strong external dependency. ...French Abstract : Après une recension des principales méthodes utilisées pour l'analyse de filières agroalimentaires, les auteurs proposent un cadre élargi déduit du concept de chaîne globale de valeur proposé par Gereffi, en insistant sur la nécessité de procéder à une caractérisation économique quantifiée et à une étude diachronique de la filière. Ce cadre théorique et méthodologique est ensuite appliqué au cas de la filière des blés en Algérie sur la période qui va du début des années 1960 au début des années 2000. L'analyse permet de montrer la désintégration de cette filière dès lors que l'Etat, omniprésent pendant plus de 3 décennies (configuration de monopole public), s'efface lentement du secteur productif et distributif. Si le consommateur gagne en diversité de produits, la performance économique sectorielle ne semble pas assurée du fait de déficits informationnels et managériaux et la vulnérabilité de la filière paraît élevée en raison d'une forte dépendance externe.
