La innovación internacionalizada: reto para las políticas de ciencia y tecnología

Abstract

Probablemente la innovación tecnológica sea uno de los escasos campos donde la inmensa mayoría de los gobiernos han puesto en marcha políticas públicas de apoyo, con independencia de la ideología de los gobernantes o del nivel territorial de la administración correspondiente: nacional, regional, local o incluso supranacional. Esta rara unanimidad se debe al convencimiento de que a) la innovación tecnológica desempeña un papel esencial en el desarrollo de las economías, máxime en un tiempo que se ha definido como el de la Economía del Conocimiento y b) que el mero funcionamiento de las fuerzas del mercado no asigna con eficacia los recursos necesarios para lograr el óptimo en la innovación, entre otras razones porque la tecnología y la innovación, como toda forma de conocimiento, tienen características de bien público. Por ello, su posesión por parte de un agente no excluye a otros, provocando así la existencia de externalidades entre los agentes que no son bien ponderadas por los mercados.
