    Abstract

    Debido al débil nivel de competencia en precios que ha mostrado el mercado de AFP en Chile en los últimos años, ha surgido un debate acerca de cómo mejorar este aspecto del mercado. Una idea que ha salido a la discusión es la de promover cambios en las regulaciones a la estructura tarifaria de las AFP que permitan la realización de descuentos por permanencia. Este artículo analiza los posibles efectos sobre la competitividad del mercado de AFP del establecimiento de “premios por permanencia comprometida” y de “premios por permanencia efectiva”. Para ello, se revisan las literaturas relacionadas con costos de cambio, discriminación de precios en base a la historia de compras, y la relacionada con la existencia de costos de información y de búsqueda. Se concluye que con una organización del mercado de AFP como la actual, con altas barreras a la entrada y economías de escala significativas, los premios por permanencia, bajo cualquiera de las formas analizadas, no parecen ayudar a solucionar los problemas de competencia presentes en el sistema. Sin embargo, en un escenario donde las economías de escala y las barreras a la entrada al mercado de AFP bajen sustancialmente, los premios por permanencia sí podrían ayudar a que algunos tipos de afiliados paguen menos por sus servicios previsionales y, posiblemente, obtengan un mayor bienestar..
