Abstract

Une des idées maîtresses du paradigme de la gestion intégrée des ressources en eau (GIRE), que l'on retrouve dans le premier principe de Dublin, concerne la supériorité et la nécessité du choix du bassin versant en tant qu'échelle opératoire. A priori, d'un point de vue hydrologique, la question de savoir si le bassin versant est l'unité intangible en matière de gestion de l'eau n'est ni plus ni moins pertinente en Afrique subsaharienne qu'ailleurs. Ce qui est admis, c'est que tout ce qui affecte le sol ou la cou-verture végétale d'un bassin est susceptible d'affecter en retour (à plus ou moins court terme) la ressource en eau, que ce soit en termes de quantité (prélèvements non restitués), de régime (prélèvements restitués avec délais, stockage interannuel ou intersaisonnier) ou de qualité (prélèvements avec
