Gouvernance Et Politique D'Éducation En Inde

Abstract

L'objet de cet article est d'étudier la politique d'éducation indienne sous l'angle de la gouvernance. Après avoir défini ce concept, nous analysons les conséquences de la politique d'ajustement structurel indienne lancée en 1991. Nous présentons alors une étude concernant l'efficacité de la "bonne gouvernance". Les efforts de décentralisation au niveau local des décisions concernant l'éducation de base semblent porter leurs fruits. En effet, d'importants progrès se sont réalisés ces cinq dernières années grâce aux réformes institutionnelles. En se rapprochant des citoyens, le système éducatif devient plus efficace. Nous montrons que de fortes disparités d'éducation subsistent entre les Etats et territoires de l'Inde, et ceci, malgré la volonté des gouvernements de gagner le challenge de l'Education Pour Tous. Enfin, au regard des spécificités indiennes, le secteur public continuera à jouer inévitablement le rôle majeur des programmes d'éducation, bien que de nouvelles perspectives existent dans ce domaine. « Mais alors, à quoi sert le navire de l'Etat si tous ne sont pas à bord ? »
