Performance Sociale Versus Performance Financière : Quel Objectif Pour Les Microfinances Camerounaises ?

Abstract

La microfinance est une stratégie de développement puissante parce qu'elle a la potentialité de lutter contre la pauvreté et l'inégalité à long terme. Toutefois, la réalisation de cette potentialité est tributaire de la capacité des IMF à honorer leur double mission. Afficher de bonnes performances financières tout en ayant une portée sociale élevée peut faire l'objet de contradictions. Ces IMF seraient alors confrontées à un arbitrage pouvant engendrer une dérive de mission. Afin de vérifier cette éventualité, nous avons procédé à une estimation de l' écart entre la performance financière et la performance sociale d'un échantillon de 25 IMF camerounaises, à l'aide de la méthode non paramétrique du Data Envelopment Analysis (DEA). Nos résultats montrent que les IMF camerounaises sont globalement inefficaces et se préoccupent plus de leur performance financière. Toutefois, une analyse au cas par cas permet de mettre en évidence une hétérogénéité de comportements de ces IMF face à leur double objectif de performance. Le recours à des sources de financements privés émanant d'une variété d'investisseurs loin d'être socialement responsables, constitue l'une des principales causes de cette hétérogénéité.
