Secteur informel, crise et politiques publiques au Vietnam

Abstract

In spite of rapid economic growth for the last decades, the informal economy still has a predominant weight in Vietnam, and its share is not likely to decrease in the short term. Moreover, the international crisis started in 2009 had a negative impact on the informal sector. However, the informal economy is largely unknown and the Vietnamese authorities act as if it does not exist, or is about to rapidly disappear. The aim of this article is to give guidelines for public action about how to handle this informal sector, with the help of a rich corpus of quantitative data collected at the authors’ instigation. The first part highlights the major role played by the informal sector in employment in Vietnam, describes its principal characteristics and outlines its medium-term prospects for evolution. The second part attempts to evaluate the way in which employment adapts itself in times of crisis, and more particularly the impact of the crisis on the informal sector. The third part is more specifically interested in the two principal metropolises of the country, namely Hanoi and HCMC, where detailed information was gathered. Finally, the fourth part presents some ideas for reflection about the public policies which need to be implemented to help the informal sector. _________________________________ Malgré la croissance économique rapide enregistrée au Vietnam au cours des dernières décennies, l’économie informelle conserve un poids prédominant sans perspective de résorption à court terme. De surcroît, une grande partie de l’ajustement de l’emploi suite à la crise internationale survenue en 2009 est passée par l’informel. Pourtant, l’économie informelle est largement méconnue et est négligée par les autorités, qui considèrent qu’il s’agit d’un phénomène transistoire appelé à disparaître rapidement. Cet article a pour objectif de combler les lacunes de notre connaissance de l’économie informelle au Vietnam, dans le but de guider les politiques publiques dans ce domaine. Il s’appuie sur un vaste corpus d’enquêtes statistiques représentatives conduites à l'instigation des auteurs La première partie met en évidence le poids majeur du secteur informel dans l’emploi au Vietnam, décrit ses principales caractéristiques et dessine ses perspectives d’évolution à moyen terme. La deuxième partie tente d’évaluer le mode d’ajustement de l’emploi à la crise, et plus particulièrement l’impact de celle-ci sur le secteur informel. La troisième partie s’intéresse plus spécifiquement aux deux principales métropoles du pays, à savoir Hanoï et HCMV, où des informations plus détaillées ont été collectées. Enfin, la quatrième partie présente des pistes de réflexion sur les politiques publiques requises à l’égard du secteur informel.
