Evaluación del enfoque de discapacidad en los programas para la reducción de la pobreza en Colombia

Abstract

Este estudio analizó cómo el gobierno colombiano incluyó a la población con discapacidad en los programas de reducción de pobreza y protección social más importantes del país. Para realizar esta investigación fue hecho un análisis documental de la legislación colombiana relacionada con la pobreza y protección social; un análisis documental sobre los programas de reducción de la pobreza y protección social y, además, fueron realizadas entrevistas semiestructuradas a expertos en la formulación de estos programas y a expertos en inclusión social de la población con discapacidad. En esta investigación quedó demostrado que los programas de protección social analizados no fueron desarrollados bajo una perspectiva de inclusión que permita a la población con discapacidad reducir su situación de vulnerabilidad y pobreza, lo que la aleja de la posibilidad de acceder a educación, salud y trabajo. ****** This study analyzes how the Colombian government has included the population with disabilities in the country's most important poverty reduction and social protection programs. To conduct this research, a documentary analysis of Colombian legislation related to poverty and social protection was conducted, a documentary analysis of poverty reduction and social protection programs and semi-structured interviews with experts in the formulation of these programs and experts in social inclusion of the population with disabilities. This research showed that the social protection programs analyzed have not been developed under an inclusion perspective that allows the population with disabilities to reduce their situation of vulnerability and poverty, distancing them from the possibility of accessing education, health, and work.
