Brecha Salarial De Género: Estudio De Caso De Los Contratistas Independientes Del Estado En Colombia

Abstract

El objetivo de este estudio es estimar la brecha salarial de género para los contratistas independientes del Estado colombiano entre 2012 y 2019. Para ello, se utilizó la base de datos del Sistema de Información y Gestión del Empleo Público (SIGEP) y se utilizaron diversas aproximaciones econométricas: regresión gamma como corrección a los problemas de heterocedasticidad de la estimación por Mínimos Cuadrados Ordinarios (MCO); gama con Propensity Score Matching (PSM); Oaxaca-Blinder para evaluar el comportamiento de la brecha en términos de características productivas de los individuos y efectos inobservables; y Melly como instrumento para analizar los niveles de brecha por cuantiles de ingreso. Como resultado, se encontró que la brecha salarial de género en los contratistas independientes del Estado colombiano es aproximadamente del 6 % y se explica principalmente por efectos inobservables, que pueden responder a problemas estructurales de orden cultural y económico. Este tipo de esquemas van más allá de las características productivas de los individuos y, por tanto, requieren de intervención pública que pueda transformar las prácticas y organizaciones sociales que estructuran el problema.
