Le déploiement de la cybersanté au Mali: considérations juridiques à partir de la perspective québécoise

Abstract

In partnership with the UNDP, the SanDi project, led by a team of researchers from the University of Sherbrooke, aims to develop practices and strengthen existing digital health structures in Mali. This report is part of the framework of this research project and highlights the various legal considerations that need to be taken into account in the deployment of digital health tools in Mali. This report presents the limitations of the Malian legal framework for digital health in light of the various Quebec standards, particularly with respect to the ethical obligations of health professionals, privacy protection, data collection, system interoperability, and data security. The report concludes by identifying a few key recommendations to promote better deployment of digital health in Mali. En partenariat avec le PNUD, le projet SanDi, mené par une équipe de chercheurs de l'Université de Sherbrooke, vise à développer des pratiques et à renforcer les structures de santé numérique existantes au Mali. Ce rapport s'inscrit dans le cadre de ce projet de recherche et met en lumière les différentes considérations juridiques à prendre en compte dans le déploiement des outils numériques de santé au Mali. Ce rapport présente les limites du cadre juridique malien en matière de santé numérique, à la lumière des différentes normes québécoises, notamment en ce qui concerne les obligations éthiques des professionnels de la santé, la protection de la vie privée, la collecte des données, l'interopérabilité des systèmes et la sécurité des données. Le rapport se conclut par l'identification de quelques recommandations clés pour favoriser un meilleur déploiement de la santé numérique au Mali.
